Changes to VA senior leadership

If enacted, this bill would let the Department of Veterans Affairs fill more senior jobs with noncareer appointees. It would raise the cap on noncareer Senior Executive Service positions from 5 percent to 10 percent. It would also codify two top VA posts: an Under Secretary for Health and an Under Secretary for Benefits. The President would nominate those officials and the Senate would confirm them. These changes would take effect upon enactment and would not directly change benefit amounts or who gets payments.
