Resilience grants for states, territories, tribes
If enacted, the bill would create a HUD grant program that provides $100,000,000 each year for fiscal years 2025 through 2030 to help States, territories, and Indian tribes build resilience. HUD would reserve 10% of each year’s funds for Indian tribes and could use up to 1% for administration and technical help. To get money, a grantee would need to establish (or show a plan to establish) a resilience office that updates a resiliency framework at least every 5 years and runs grant activities covering at least 24 months. Grant funds would pay to create or run the resilience office, buy planning and analytic tools, provide technical assistance and coordination, and could pay non‑Federal cost shares for federal resilience programs. HUD would give priority to projects that help disadvantaged communities and to subgrants that follow Department of Labor prevailing wage rules. HUD would offer interagency technical assistance, and grantees would have to send annual reports within 90 days after each fiscal year describing activities, costs, and program effectiveness.
