Show full summary
- State, Tribal, and local governments and not-for-profit, member-owned utilities can get grants for projects within 25 miles of a land port of entry or projects that disproportionately bear a port's impacts. Rural areas are defined as places with populations of 100,000 or less.
- Grants generally require recipients to provide at least 30 percent of project costs from non-Federal sources, but the Secretary can reduce or waive that match for rural projects or clear homeland security benefits. DHS may reimburse up to 70 percent of eligible costs for projects with expenditures on or after Nov. 15, 2021.
- Project selection must reflect CBP's 2024 Land Port of Entry Modernization report, State capital plans, and interagency consultation. Eligible project categories include improving trade and travel efficiency, boosting border security via established metrics, strengthening resilience and emergency readiness, easing CBP personnel family quality of life, and addressing local impacts like congestion and pollution.

Grants for communities near land ports
This bill would create a Department of Homeland Security Land Port of Entry Community Infrastructure Program. The program would let State, Tribal, and local governments and not-for-profit, member-owned utilities apply for grants or reimbursement for projects that directly support a land port of entry. Eligible projects would include transportation, water, wastewater, telecommunications, electric, gas, resilience, family quality-of-life, and other community projects located within 25 miles of a land port or disproportionately affected by it. Projects with spending on or after November 15, 2021 would be eligible for reimbursement up to 70% of costs, and recipients would generally need to provide at least 30% non‑Federal matching funds unless the Secretary reduces or waives the match for rural areas or homeland-security advantages. The program would be funded by annual appropriations of "such sums as may be necessary," and awards would be made only if Congress provides funds.
