Online complaint system for TRICARE

This bill would require the Secretary of Defense to create an online complaint system within 18 months for TRICARE enrollees who get care at military hospitals or clinics. Covered beneficiaries would be able to file complaints about access to care and view the complaint status at any time, including interim and final actions. Complaints filed through the system would be sent promptly to a Department of Defense patient advocate and could be grouped and sent quarterly to the Director of the Defense Health Agency. Not later than March 1 each year after the system is in place, the Secretary would have to report to the House and Senate Armed Services Committees on the total number of complaints. Each report would include, for every facility with complaints: the most common complaint types; comparisons of specialty versus primary care complaints; pediatric versus non-pediatric complaints; administrative hurdles versus other access issues; and a summary of steps taken to reduce complaints.
