Standing with Moms Act

Sponsored By: Representative Mace, Nancy [R-SC-1]

Introduced

Summary

Would connect pregnant and postpartum individuals to local pregnancy resources. This bill would require HHS to create a public website, life.gov, and a tailored portal that lists federal, state, local, and private services and provides information on abortion risks and alternatives. The sites and portal would exclude resources from entities that perform, refer for, or financially support abortions.

  • Families and caregivers: Users would get ZIP-code tailored listings for prenatal and postpartum care, mental health support, financial and material aid, childcare, adoption and foster resources, and information on abortion risks and alternatives.
  • States and providers: States would recommend resources that meet HHS criteria and providers generally must have served communities for at least 3 consecutive years; HHS could award grants to states to build or support systems that aggregate those resources.
  • Hotline, outreach, and language access: The Maternal Mental Health Hotline would promote life.gov, offer 24/7 live chat and nationwide assistance, and the portal would allow follow-up outreach only with user consent and must be accessible in languages other than English.

Find pregnancy help near you

If enacted, HHS would launch life.gov and an interactive portal within 1 year. It would ask a few questions and your ZIP Code to show nearby services. Listings could include medical care, mental health, housing, child care, money help, and more. The portal would share information on abortion risks and let you give feedback. If you consent, HHS could follow up by phone or email with more resources. The Maternal Mental Health Hotline would link to the site and add 24/7 live chat. The site would support many languages, and HHS would report to Congress 180 days after launch. States could apply for grants to build resource lists, with an outreach plan and a provider list that meets HHS criteria, including a 3-year track record.

Portal would exclude abortion providers

If enacted, life.gov, the portal, and the hotline would not list abortion providers. They also would not list groups that refer for, counsel in favor of, or fund abortions, including affiliates and clinics. The bill defines abortion, unborn child, born alive, and prohibited entity to set these limits. This could make it harder to find those services through these government tools.
