  • Athletes: Creates an "independent athlete" category and would require independent U.S. athletes or their representatives to have decision-making roles on WADA's Executive Committee, Foundation Board, and related groups, aiming to increase athlete influence.
  • U.S. anti-doping and Olympic bodies: The ONDCP would work with USADA, the U.S. Olympic and Paralympic Committee, and the Team USA Athletes' Commission to pursue conflict-of-interest rules and other governance reforms and to show U.S. leadership in global anti-doping.
  • WADA and funding: The ONDCP would have 90 days to assess WADA's governance, 180 days to report barriers if reforms aren't met, could withhold up to the full amount of U.S. WADA dues, and must submit a spending plan at least 30 days before obligating funds.

U.S. oversight and rules for WADA

This bill would require the Office of National Drug Control Policy (ONDCP) to push the World Anti-Doping Agency (WADA) for credible, independent governance and fair U.S. representation. ONDCP would consult USADA, USOPC, and the Team USA Athletes' Commission. ONDCP would decide within 90 days whether WADA meets the governance rules. If not, ONDCP would try to secure fair U.S. seats and must report barriers within 180 days. After consulting four named congressional subcommittees, ONDCP could withhold up to the full U.S. membership dues to WADA. The bill would define “independent athlete” as an Olympic or Paralympic athlete who does not serve on the IOC, IPC, a recognized international federation, the USOPC, or WADA. ONDCP would also send a spending plan to the Appropriations Committees 30 days before obligating funds to WADA.
