Bill Overview
Analyzed Economic Effects
2 provisions identified: 0 benefits, 2 costs, 0 mixed.
Criminal penalties for improper ballot help
This bill would add new federal crimes related to federal elections. It would make it a crime to provide material assistance to a noncitizen trying to vote in a federal election. It would also make it a crime to provide a ballot in a federal election to someone who fails to present government photo ID and proof of U.S. citizenship. These changes would take effect for federal elections beginning in November 2026.
New voter ID and citizenship rule
This bill would require voters in federal elections to show both government photo identification and proof of U.S. citizenship starting with the November 2026 general election. You would either present one document that proves both (for example, a U.S. passport) or two documents: one proof of citizenship plus one government photo ID with the same name or evidence of a name change. Mail ballots would need copies of the same documents with the mailed ballot, and ballots lacking those copies would be treated as provisional and counted only after the voter is verified as a U.S. citizen under applicable state procedures. The bill also defines acceptable IDs and citizenship proof, listing items such as a passport, certified birth certificate filed with state/Tribal vital records, naturalization certificate, Consular Report of Birth Abroad, or certain American Indian cards.
