Show full summary
- Farmers and producers: Eligible agricultural producers could get grants covering 70% of the costs to buy, transport, and install approved rollover protection structures. If documented costs exceed $500, the grant share may be raised for that project.
- Agricultural schools: Vocational programs, institutions of higher education with practical agricultural training, and secondary schools with agricultural curricula could receive grants to make training tractors safer.
- Program operations and funding: USDA would competitively select a nongovernmental Program Administrator to identify approved ROPS and eligible tractors, run the application process, and maintain outreach. The bill would authorize $725k per year, about $500k of which would fund grants.
*Would authorize up to $725k annually from 2027 through 2031, totaling about $3.6 million in authorized appropriations.*

Grants to Retrofit Farm Tractors
If enacted, the bill would create a grant program to help agricultural producers and qualifying schools add rollover protection to tractors. Grants would cover 70% of documented costs to buy, transport, and install an approved rollover protection structure (ROPS). If documented costs for a ROPS exceed $500, the Secretary would increase the share covered. An approved ROPS would need a seatbelt and meet SAE J2194 or SAE J1194 (or successor) standards. Applicants would apply to a nongovernmental Program Administrator chosen by the Secretary; that administrator would identify eligible tractors, run the application process, and run a public website and hotline. The bill would authorize $725,000 per year for fiscal years 2027–2031, with $500,000 per year for grants, $125,000 for website promotion/upgrades, and $100,000 for the hotline.
