Show full summary
- Families and homeowners: Would see faster permitting and inspections for qualifying systems such as rooftop solar, small wind, batteries with at least 2 kilowatt hours of capacity, EV chargers at 2 kilowatts or more, and hydrogen fuel cell refueling. This aims to reduce delays when installing clean energy at homes.
- Installers and trade groups: Would get a common online permitting platform, training, and options for remote or sample-based inspections for high-quality installers, which could cut repetitive paperwork and site visits.
- State, local, and Tribal permitting authorities: Would receive technical support, voluntary certification from DOE if they adopt the model process, and eligibility for prizes to encourage adoption.
*Would authorize $20 million per year for fiscal years 2027 through 2030, totaling $80 million in potential appropriations and increasing federal spending if enacted.*

Faster permitting for home energy
This bill would define what counts as a qualifying home energy system. Batteries would qualify only if they store at least 2 kilowatt-hours and EV chargers would qualify only if they supply at least 2 kilowatts. Not later than 180 days after enactment, the Secretary of Energy would start a voluntary program to create an online permitting platform, a voluntary inspection protocol (including remote and sample-based inspections), training, and technical help for local permitting offices and installers. The Secretary could certify jurisdictions, award prizes to encourage adoption, and Congress would be authorized to appropriate $20 million per year for fiscal years 2027 through 2030 to carry out the program.
