COLAs Don’t Count Act of 2026
Sponsored By: Representative Moore, Gwen [D-WI-4]
In Committee
Summary
This bill would exclude certain cost-of-living adjustments (COLAs) from countable income for the Supplemental Nutrition Assistance Program (SNAP). It would keep COLAs to Social Security, Railroad Retirement, and specified veterans' payments from automatically reducing SNAP eligibility or benefit amounts.
Show full summary
- Households on SNAP: If a household was certified or received an allotment in the month before a COLA takes effect, that COLA would not be counted as income for SNAP. This helps households preserve prior benefit levels and eligibility.
- Seniors and people with disabilities who receive Social Security or Railroad Retirement: COLAs to titles II and XVI of the Social Security Act and Railroad Retirement COLAs would be excluded from SNAP income calculations, reducing the chance that benefit cuts follow a pay raise from a COLA.
- SSI section 1616 recipients: Supplementary payments under section 1616 of the Social Security Act would be excluded from countable income for SNAP.
The changes would take effect October 1, 2027.

More SNAP help for Social Security recipients
This bill would stop counting some Social Security income when states decide SNAP eligibility and benefits. Starting October 1, 2027, income increases from cost-of-living adjustments (COLAs) made on or after January 1 of a fiscal year would not count for SNAP through September 30 of that fiscal year. That COLA exclusion would only apply if the household was certified for SNAP or got an allotment in the month before the COLA first took effect. The bill would also stop counting Social Security section 1616 supplementary payments as SNAP income.
