In Committee
Summary
Rail tank car pressure relief device failures are the focus of this bill, which would require the Federal Railroad Administration to report to Congress on their rate and causes. The report, due within 18 months, must include failure rates from derailments and event details such as number of cars involved, whether a fire occurred and its temperature and duration, timing and circumstances of device failures, assessments of device compatibility and thermal survivability, device orientation, recommendations to prevent failures, status of National Transportation Safety Board recommendations, and consultation with the Pipeline and Hazardous Materials Safety Administration and industry and labor stakeholders.
