Bill Overview
Analyzed Economic Effects
5 provisions identified: 5 benefits, 0 costs, 0 mixed.
Grants for disability-inclusive disaster services
If enacted, this would fund three related grant streams to improve disaster services for older adults and people with disabilities. The bill would authorize $300 million per year (FY2026–2030) for Disaster Preparedness Grants to build staffing and partnerships. It would authorize $100 million per year (FY2026–2030) for regional Disability and Disaster Centers with awards generally $2.5M–$10M for five-year periods. The bill would also fund Projects of National Significance with multi‑million awards (about $2.5M–$10M each) for three- to five-year projects and at least four awards.
Rapid disaster help for at-risk people
If enacted, this would create a Disaster Human Services Emergency Fund with $100 million per year for FY2026–2030. HHS would use the money to give grants, contracts, and awards when a major disaster or public health emergency is declared or if the Secretary finds high risk. Funds would pay for application help, translation and accessible communications, person-centered case management, community-living supports, replacing or repairing assistive equipment, legal help, and other services for at-risk people. Money would remain available until spent and HHS must plan to speed delivery during emergencies.
Stronger disability civil rights rules
If enacted, the bill would require recipients and contractors using these disaster funds to follow the Rehabilitation Act and the Americans with Disabilities Act. It would require accessible shelters, notifications, and communications (including sign language, braille, captioning, and plain language). Any dwelling units built or prepared with covered funds would have to meet visitability Type C standards. The bill would define 'covered recipients' as organizations (not households) and allow them to contract with centers for independent living to provide personal assistance and accessible media.
Stronger oversight for disaster disability rights
If enacted, the GAO would start a review within 60 days and report within one year on whether federal agencies followed disability civil rights laws when spending disaster funds since Jan 1, 2005. The Attorney General would appoint a committee within 60 days to review covered settlement agreements and report within one year. The bill would also expand and fund the National Advisory Committee and authorize $500,000 per year for FY2026–2029 to add seats and expertise.
Nondiscriminatory crisis care rules
If enacted, states and local governments would have to develop crisis standards of care that follow nondiscrimination rules in the Rehabilitation Act and section 1557 of the Affordable Care Act. They would have to follow the Office for Civil Rights guidance from March 28, 2020, involve people with disabilities and children, and avoid using disability, age, race, ethnicity, or neighborhood to decide who gets care in shortages.
