State reports on foreign AI risks
This bill would require the Secretary of State, with other agencies, to send Congress regular reports on risks from foreign adversaries using generative AI. The first report would be due not later than 180 days after enactment, then once a year for three years to the House Foreign Affairs Committee and the Senate Foreign Relations Committee. Each report would review incidents from the prior year (including synthetic media and propaganda; AI used to aid chemical, biological, radiological, or nuclear weapons; malicious cyber operations; and military, surveillance, or intelligence uses), analyze trends and attribution, and give recommendations to reduce those risks. Reports would be unclassified and posted publicly, but a classified annex could be added to protect intelligence sources and methods.
