Ban on U.S. military force in Mexico
This bill would bar federal spending for military force in or against Mexico from the date it is enacted through December 31, 2026. Federal agencies would not be allowed to obligate or spend any appropriated or otherwise available funds for such military force during that period unless Congress has declared war on Mexico. The ban also would not apply if Congress later enacts a specific statute authorizing the use that meets the War Powers Resolution (50 U.S.C. 1541 et seq.). The prohibition would not block uses of force that are consistent with section 2(c) of the War Powers Resolution.
