Protecting American Energy Security Act of 2026
Sponsored By: Representative Elfreth, Sarah [D-MD-3]
Introduced
Summary
Requires the Energy Secretary to certify that exports of U.S. natural gas to specified foreign "covered nations" are in the public interest for up to one year. This bill would add a new subsection to the Natural Gas Act so exports to covered nations must get that discretionary certification as well as any existing export order, and each certification would last one year unless the Secretary revokes it.

New certification for gas exports to certain nations
If enacted, this bill would bar any export of U.S. natural gas to a "covered nation" unless two approvals exist. Exporters would need an export order under section 3(a) of the Natural Gas Act and a separate certification from the Secretary of Energy that the export is in the public interest. The Secretary's certification would be effective for one year unless revoked earlier. Exports to covered nations would not be allowed without both approvals.
