Bill Overview
Analyzed Economic Effects
2 provisions identified: 0 benefits, 1 costs, 1 mixed.
New rules for buying and selling ammunition
This bill would bring ammunition into the federal dealer licensing rules. If enacted, only licensed importers, manufacturers, or dealers could generally sell ammunition, though licensees could sell to other licensees. Licensees would have to verify a buyer's identity in the buyer's physical presence by checking a valid photo ID before transferring ammunition. The bill would also bar shipping or transporting ammunition in the same way as firearms. Finally, licensees would have to file a same‑day report when they sell more than 1,000 rounds to an unlicensed person in one sale or within any 5 consecutive business days, using a form the Attorney General specifies and sending it to the listed office and the State or local law enforcement where the sale happened.
Ammunition wording and tax fixes
This bill would remove the words "or armor‑piercing" from one subsection of the firearms statute, which would change that subsection's wording and could affect how that ban is read or enforced. The bill would also add a technical cross‑reference in the Internal Revenue Code to the new ammunition reporting exceptions in the amended law. Both changes would take effect upon enactment.
