Summary
Transparency for immigration-related flights is the bill's core goal. - Families and detainees: Flight records would publicly show detainee-level details for each flight leg, including nationality, sex, family composition (single adult, unaccompanied child, or family unit), the type and quantity of restraints used, and age grouped into four categories.
- Aircraft owners and contractors: Private aircraft owners and operators used by or under contract with ICE or CBP for detention, deportation, or transport of people in DHS custody that receive federal funding would not be eligible to withhold FAA flight information under current privacy provisions.
- Public oversight and journalists: DHS must publish specific flight data within 72 hours, such as departure and arrival dates and times, origin and destination ICAO codes with ICE Air mission designations, aircraft registration and ICAO identification codes, and the number of detainees who boarded and deplaned at each location.

More transparency for immigration flights
If enacted, this bill would require the Department of Homeland Security to publish flight data within 72 hours after each detention, deportation, or transport flight. The rule would cover flights run by ICE, CBP, or the Coast Guard. Published fields would include departure and arrival dates and times; origin and destination ICAO airport codes and ICE Air mission codes. It would also require aircraft registration and ICAO identification, the number of detained people who boarded and deplaned, and detainee details. Detainee details would include nationality, sex, age groups (0–10; 11–17; 18–50; 51+), family composition (single adult, unaccompanied child, or family unit), and type and quantity of restraints used. The bill would also bar private aircraft owners or operators from withholding FAA flight information for covered ICE or CBP operations used for detention, deportation, or transport when those operations receive federal funding or other federal financial assistance. The changes would take effect upon enactment.
