  • States and maps: States would have to draw congressional districts that are contiguous and as compact as practicable, preserve cores of existing districts, and respect counties, cities, and communities of interest. The bill would require population parity using the total count of citizens and aliens with lawful status from the decennial census where practicable.
  • Census and apportionment: The bill would add a citizenship/immigration‑status checkbox on the decennial census and exclude aliens without lawful status from the apportionment count starting with the 2030 census.
  • Voters and voting methods: The bill would ban ranked‑choice voting in federal elections, require a government photo ID for in‑person federal voting and signature verification for other ballots with the signature rule taking effect for elections after November 3, 2026. Stricter federal voting ID and rules

If enacted, in-person voters would have to show a valid photo ID issued by a Federal, State, or Tribal government to get a ballot for a federal office. For federal elections held after November 3, 2026, mail or absentee ballots would need a signed card or envelope whose signature matches the signature on the statewide voter registration list. The bill would also ban same-day registration for federal contests, so you could not register and vote on the same day in federal elections. It would prohibit ranked-choice voting for federal offices for elections held on or after enactment and add that ban into the Help America Vote Act enforcement rules.

Big changes to congressional maps

If enacted, new rules would require congressional districts drawn after this law takes effect to be contiguous and as compact as practicable. The bill would bar maps that are drawn to help or hurt incumbents, candidates, or parties and would ask States to preserve cores of old districts, counties, cities, towns, and communities of interest. The Census and apportionment would change: starting with the 2030 census, people without lawful immigration status would be excluded from the counts used to assign House seats and Electoral College votes. The bill would also limit post-apportionment redistricting until the next apportionment and say challenges to new districts must be filed in U.S. district court.
