Show full summary
- Covered territory businesses: Loans financed on a deferred basis would be backed 90% by the SBA under this arrangement, increasing the Administration's guaranteed share for those loans.
- Lenders and other guarantors: Other lenders or guarantors would provide the remaining 10% of each loan under the participation framework.
- Small Business Administration and law: The bill preserves exclusions for loans described in paragraphs (9), (14)(A), (16), (31), and (34), and for pilot programs under paragraph (25). It also adds a conforming amendment to include the new subparagraph in existing cross-references.

More loan backing for territory small businesses
If enacted, the bill would set the Small Business Administration's share at 90% for agreements that participate in deferred-basis 7(a) loans to covered territory businesses. The 90% rule would not apply to loans described in section 7(a) paragraphs (9), (14)(A), (16), (31), or (34). It also would not apply to loans made under a pilot program carried out under paragraph (25). The change would take effect upon enactment and would likely make lenders more willing to lend and would likely lead to better loan terms for territory small businesses.
