If enacted, States would be barred from soliciting, receiving, or spending any private funds, donated property, or paid personal services to run elections for Federal office. This would include voter education, voter outreach, and voter registration programs. States could still accept a donation of space for a polling place or an early voting site. The bill would add the ban to HAVA enforcement and apply it to Federal elections held after enactment.
