Show full summary
  • States would get grants to develop digital versions of driver’s licenses and other identity credentials that follow National Institute of Standards and Technology validation guidance. Grants must spend at least 10% of award amounts to help residents obtain credentials, including in-person services.
  • Residents would gain stronger privacy and security protections, including safeguards against AI-powered deepfakes. The bill also bans requiring people to use digital IDs, forbids eliminating physical ID documents, and prohibits issuing these credentials to unauthorized immigrants.
  • The program targets identity-related fraud that federal estimates tie to large losses, including a $233–$521 billion annual fraud estimate and hundreds of billions in suspicious transactions tied to identity compromise. Grants aim to reduce fraud in government benefit payments and protect the financial system.
