Presidential review of Hong Kong sanctions

This bill would require the President to report within 180 days after enactment. The report would go to the Senate Committees on Foreign Relations and Banking, Housing, and Urban Affairs and the House Committees on Foreign Affairs and Financial Services. The report would include a detailed justification on whether any person named in the bill meets criteria for sanctions under five authorities: (1) Global Magnitsky Act section 1263(b); (2) Executive Order 13818; (3) section 7 of the Hong Kong Human Rights and Democracy Act of 2019; (4) section 6 of the Hong Kong Autonomy Act; and (5) Executive Order 13936. The people reviewed would include four officials previously sanctioned in August 2020 (John Lee Ka-chiu; Eric Chan Kwok-ki; Chris Tang Ping Keung; Zheng Yanxiong) and a listed group of Hong Kong officials, judges, magistrates, and prosecutors named in the bill. If the President determines listed persons meet the cited criteria, that could lead to consideration of sanctions under those authorities.
