Show full summary
  • Iranian activists and civil society would get targeted cybersecurity capacity building, training, vetted VPNs and encrypted messaging tools, multilingual safety guides, quarterly usage metrics, and an independent Comptroller General evaluation within 3 years.
  • Technology and satellite operators would face new limits on U.S. licensing actions that enable Iran-specific coverage exclusions and closer coordination with Treasury and Commerce to prevent sanctions from blocking civilian access; the Secretary must report annually for five years on any Iran-specific coverage exclusions.
  • The State Department would be the lead coordinator for all federal digital-freedom work on Iran and must update the Iran internet strategy to evaluate VPNs, direct-to-cell satellite use, and ways to circumvent regime blackouts.

*This bill would increase federal spending by $30.0 million across FY2027–FY2028, authorizing $15.0 million per year.*

Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Cybersecurity help for Iranian civil society

If enacted, the State Department would set up programs within 180 days to give journalists, human-rights defenders, and civil-society actors in Iran cybersecurity training and vetted digital-safety tools. The programs could provide secure VPN services and end-to-end encrypted messaging and multilingual materials warning about regime-controlled apps and phishing. Congress could authorize $15,000,000 for each of fiscal years 2027 and 2028. The State Department would report quarterly metrics and the Government Accountability Office would evaluate the program within three years.

Secretary of State leads Iran internet strategy

If enacted, the Secretary of State would be the lead U.S. official for promoting internet freedom in Iran. The Secretary would review and submit an updated unclassified strategy within 120 days. The strategy would evaluate VPN and direct-to-cell satellite use, coordinate with Treasury and Commerce on sanctions effects, and plan ways to work around likely internet blackouts.

Ban on blocking Iran satellite coverage

If enacted, the FCC would have to bar U.S. licensees from intentionally blocking or geo‑excluding satellite or direct-to-cell coverage over Iran. Limited exceptions would allow actions required by law, FCC orders, international coordination to prevent harmful interference, or short network-protection steps that restore service quickly. The Secretary of State would oppose international rules that force Iran-specific exclusions and must report to Congress within 180 days, then annually for five years on any exclusions.
