Show full summary
- Employers: Employers with one or more employees who hold a commercial driver’s license with a school bus endorsement would have to enroll in the notification service.
- School districts and contractors: A school district, local educational agency, or school that organizes or pays for student transport would count as an employer, and a private company paid to provide transport would also be an employer.
- Drivers: A driver would receive simultaneous notification and a copy of any report sent to their employer.
- States and FMCSA: FMCSA would have to issue a final rule within 1 year and states would have 2 years after that rule to use the service to notify employers. FMCSA must consider recommendations from the American Association of Motor Vehicle Administrators and a 2007 pilot study.
- Program rules and funding: The service would be folded into commercial driver license program standards and noncompliance could carry the program’s consequences. States could treat rollout as an allowable cost under CDL implementation grants and FMCSA may consider employer fees per AAMVA guidance.

Employer alerts for school bus drivers
This bill would require the Transportation Secretary to issue a final rule within 1 year. The rule would create a national service that notifies employers when a CDL holder's driving record or license changes. Reports would cover convictions, failures to appear, accidents, suspensions, revocations, or other actions against driving privileges. Any employer with one or more employees holding a CDL school bus endorsement would have to participate. If a school pays a private company to transport students, both the school and the company would be employers. States would have up to 2 years after the rule to start using the service. Employers who use the service would be exempt from the annual driving-record check at 49 C.F.R. § 391.25. When an employer gets a report, the affected employee would get simultaneous notification and a copy. The Secretary would consider AAMVA fee recommendations and a 2007 pilot study before finalizing the rule.
