Standard training for DHS intelligence staff
This bill would set mandatory, standard training for DHS’s Office of Intelligence and Analysis. Entry-level training would have to start within 90 days of a new hire’s start date. It would be finished before official duties. One year after enactment, these rules would take effect. Entry training would apply to hires appointed on or after enactment, OIA staff with two years or less on the job, and staff below GS-12. Analyst training would cover Intelligence Community analytic standards and DHS’s mission to support partners. Open-source roles would learn lawful collection, data use, storage, and privacy and civil-liberties safeguards. DHS would offer advanced courses, including training on releasing raw intelligence, and post a quarterly list of outside courses from the Intelligence Community and DoD. DHS would track who completes training and could share these courses with other DHS intelligence components.
