More flexible disaster grant funds
If enacted, the bill would let the President give leftover disaster grant money to grantees and subgrantees. Leftover 'excess funds for management costs' is the authorized management-cost amount minus what the grantee already spent by grant close. Those excess funds could be used to build capacity, prepare for or recover from disasters, or pay related management costs. The money would stay available for five years after it is made available. The change would apply only to declarations and funding made on or after enactment. The bill would not authorize any new appropriations to carry out these changes.
