Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

New National Bridge Funding Program

If enacted, the bill would create a National Bridge Program at the Department of Transportation. The program would get 5.47660865256628% of the amount remaining after distributing amounts under paragraphs (4), (5), and (6) of section 104(b). The Secretary would apportion those funds to States 75% by each State's share of total bridge deck area and 25% by each State's share of deck area in poor condition. The Secretary would use the National Bridge Inventory data as of December 31, 2024. States could use the funds for replacement, rehabilitation, preservation, protection, and construction of bridges on Federal-aid highways. Each State could also choose to use the money for the same bridge work on bridges not on Federal-aid highways.

Repeal of Carbon Reduction and PROTECT

If enacted, the bill would remove the Carbon Reduction Program (former section 175) and the PROTECT Program (former section 176) from Chapter 1 of title 23. States and local governments would lose the statutory basis for those programs. That could reduce federal support for carbon-reduction and resilience projects and shift some costs or project responsibilities to State and local actors. The repeal would take effect upon enactment.
