Monthly FEMA disaster fund reports

This bill would require the FEMA Administrator to send a first report on all Disaster Relief Fund projects within 60 days after enactment. FEMA would then send monthly reports covering the preceding month. Each report would be sent to specific House and Senate appropriations and oversight committees and posted on FEMA's website within 10 days after submission. Within 90 days after enactment, FEMA would create a uniform public data template that follows Federal open data standards and update it on a rolling monthly basis. Every monthly report would show the DRF unobligated balance, amounts obligated and disbursed, and a per-declaration breakdown (name and date, places affected, total obligated and disbursed, and percent disbursed). Reports would also list public assistance projects submitted and approved, funds already disbursed, projects with obligation decisions pending more than 180 days, and any funds withheld, deferred, or reprogrammed with reasons and estimated timelines.
