In Committee
Summary
Expands the data used to trigger hurricane crop-insurance payouts. This bill would add a subsection for the Hurricane Insurance Protection‑Wind Index endorsement and say the Secretary may use NOAA's IBTrACS data or, if IBTrACS is incomplete, a certified alternative dataset from land‑grant college weather stations to decide county indemnity eligibility starting with the 2027 crop year.

- Farmers: Clarifies how counties qualify for hurricane wind indemnity payments. Eligibility calculations would begin with the 2027 crop year.
- Land‑grant colleges and universities: Lets their certified weather stations serve as an "alternative data set" if they meet National Weather Service standards. Those alternative data would be compiled and made publicly available on USDA's HIP‑WI website.
- USDA and the Risk Management Agency: Requires the Secretary to compile alternative datasets, publish them on the Department of Agriculture's HIP‑WI website, and issue any implementing rules within 180 days of enactment.

More hurricane insurance data for farmers
If enacted, the bill would change how USDA decides HIP–WI indemnity payments. Starting with crop year 2027, USDA would use the NOAA IBTrACS data set or an approved alternative when IBTrACS is incomplete. USDA could use an alternative only if IBTrACS is incomplete and a nearby National Weather Service station or other local data source in the county or an adjacent county was damaged or provided incomplete data. The alternative data would have to come from a land‑grant college weather station, be certified to meet National Weather Service standards, and match IBTrACS data types and form. USDA would publish the alternative data on its HIP–WI website and must issue rules and revised guidance within 180 days after enactment.
