- Federal Crop Insurance Corporation. The agency would be able to conduct research and development and enter contracts with qualified parties to test index-based approaches for low-frequency, catastrophic cold-weather losses.
- Policymakers. The FCIC must submit a report to the House and Senate agriculture committees within one year describing the research results and any recommendations.

New frost insurance research for farmers
If enacted, the bill would direct the Federal Crop Insurance Corporation to carry out, or contract for, research and development to design an index-based, nationally available crop insurance policy for frost or cold weather losses. The work would explicitly include crops such as tomatoes, peppers, sugarcane, strawberries, melons, citrus, peaches, and blueberries. The research would evaluate index-style risk tools for low-frequency, catastrophic weather events and must produce a policy that protects at least production loss or revenue loss. Not later than one year after enactment, the Corporation would report the R&D results and any recommendations to the House and Senate Agriculture Committees.
