  • Families and local history groups: Selected individuals or organizations could build and dedicate the memorials but must raise private funds and file annual reports on fundraising and progress until the memorials are installed.
  • National Park Service: The Secretary must approve each memorial's size, design, and inscriptions and would take over maintenance after installation. The Secretary may accept maintenance contributions and merge them into a separate account with the National Park Foundation.
  • Fundraising and federal money: No federal funds may be used to design, acquire, prepare sites for, or install the memorials. The Secretary may suspend selected organizers if fundraising falsely implies an official affiliation with the memorials or with the Federal Government.

New Wisconsin Civil War memorials allowed

This bill would allow two new Wisconsin memorials inside National Park Service units. One would be at Antietam National Battlefield honoring the Second, Third, Fifth, Sixth, and Seventh Wisconsin Infantry who fought on September 17, 1862. The other would be at Manassas National Battlefield Park honoring the Second, Sixth, and Seventh Wisconsin Infantry who fought on August 28–30, 1862. The Secretary of the Interior would choose who may establish each memorial and would approve the site, size, design, and inscriptions. No Federal funds could be used to design, buy, prepare the site for, or install the memorials; selected organizers must report yearly on fundraising until installation and could be suspended for misleading fundraising. Once a memorial is installed, the Secretary would take on maintenance and could accept donations for upkeep that would be credited to a National Park Foundation account.
