Federal Firefighters Families First Act

Sponsored By: Representative Connolly, Gerald E. [D-VA-11]

Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Higher retirement pay for firefighters

If you are a federal firefighter covered by federal pay rules, this bill would raise the hourly rate used to compute your retirement pay. It would lower the divisor used to compute basic hourly pay from 2756 to 2087, which increases the basic hourly rate. It would also add to the average-pay calculation one-half of your basic hourly rate times the overtime hours that are part of your regular tour. These changes would apply to annuities based on separations after the 60-day period that begins on the date of enactment.

Cap on regular firefighter workweek

If enacted, the Office of Personnel Management would have one year to write rules that set the maximum number of regularly recurring hours in a firefighter's workweek. The rules would not let agencies set an average workweek higher than 60 hours. The rules would apply to federal firefighters covered by federal firefighter pay rules. This would define the regular workweek used for pay and retirement calculations and would affect schedules and overtime pay depending on how agencies implement the rules.
