Keeps Homeland Security running during shutdown

This bill would provide whatever amounts are necessary to pay administrative expenses of the Department of Homeland Security during any lapse in appropriations in fiscal year 2026. It would explicitly cover the Department's Office of Legislative Affairs and ICE's Office of Congressional Relations. The Secretary of Homeland Security would have to use the money so DHS keeps performing all functions it would perform without a lapse. DHS would have to respond to communications sent by congressional offices during the lapse. The funding would last only for the duration of the lapse.
