Tribal Conservation Priorities Inclusion Act

Sponsored By: Representative Neguse, Joe [D-CO-2]

In Committee

Summary

Extends major USDA conservation programs to tribal lands and Tribal entities. This bill amends the Food Security Act of 1985 so tribal land is treated like other eligible areas for the Environmental Quality Incentives Program, the Conservation Stewardship Program, stewardship contracts, and Critical Conservation Area designations. It also fixes cross‑references so tribal land is defined consistently using the Energy Policy Act of 1992 definition.

  • Tribal governments and Tribal entities: Can participate directly in EQIP, the Conservation Stewardship Program, stewardship contracts, and be included in Critical Conservation Areas on tribal land. This opens eligibility for technical and conservation support on tribal land.
  • Farmers and land managers on tribal land: Gain clearer access to federal conservation tools and program benefits that previously focused on State or local areas.
  • USDA program administration: Aligns statutory language and cross references to explicitly include tribal land and clarify eligibility definitions.

More conservation help for tribal lands

If enacted, tribal governments, tribal landowners, and areas on tribal land would be able to participate in several USDA conservation programs. This would add tribal eligibility to the Environmental Quality Incentives Program and the Conservation Stewardship Program. It would also explicitly include tribes in rules for stewardship contracts and in consideration for Critical Conservation Area designation. Tribal land is defined by section 2601 of the Energy Policy Act of 1992 (25 U.S.C. 3501). The bill would not itself create new funding or appropriations.
