- Families and students: Minors under 18 could be excluded from school programs or materials that meet the bill's definition of sexually oriented material. The definition includes depictions covered by 18 U.S.C. 2256 and materials involving gender dysphoria or transgenderism.
- Schools and educators: Schools that use Elementary and Secondary Education Act funds would be barred from developing, hosting, or promoting banned programs or materials. Standard science coursework such as human anatomy and physiology is explicitly allowed.
- Curriculum and safety materials: The bill preserves texts of major world religions, specified classic works of literature and art, and allows security and anti‑trafficking training that uses real‑world criminal examples including the cases against Jeffrey Epstein and Ghislaine Maxwell.

Ban on sexual materials in schools
This bill would bar schools and programs that get money under the Elementary and Secondary Education Act from using those funds for programs, activities, or materials for children under 18 that include "sexually oriented material." "Sexually oriented material" would include depictions or descriptions of sexually explicit conduct (as in 18 U.S.C. 2256(2)(A)–(B)) and material that involves gender dysphoria or transgenderism. The bill would still allow ESEA funds for standard science courses, texts of major world religions, and the listed classic literature and art. It would also allow security and training to help spot and safely respond to child sexual trafficking or grooming, including examples based on the criminal cases against Jeffrey Epstein and Ghislaine Maxwell.
