Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

New VA finance office and rules

If enacted, the bill would rename the Assistant Secretary for Management to Assistant Secretary for Planning and Budget. That official would be designated the Department's Chief Financial Officer. The CFO would lead a new Office of Planning and Budget and handle VA budgeting, accounting, audits, and major acquisitions. The bill would create a Legislative and Congressional Budget Information Office inside that office. The CFO would appoint its head, who would report only to the CFO. That office's sole job would be to give Congress certified VA budget and finance information. It could have up to six full-time employees. Covered VA financial officers would report only to the Department CFO and could not do program or operational work. The Assistant Secretary for Congressional and Legislative Affairs would still answer requests submitted to that office. These changes would take effect within 180 days and would sunset five years after enactment.

VA pension cap date extended

If enacted, the bill would change one date in VA law from January 31, 2033 to December 31, 2033. This would extend by 11 months the deadline tied to a capped VA pension-related payment. The bill text does not state the payment amount. The change would take effect on enactment.
