Analyzed Economic Effects
3 provisions identified: 3 benefits, 0 costs, 0 mixed.
Grants for nurseries and tribes
If enacted, the bill would require the Secretary to set up a nursery and seed orchard grant program within 2 years. Grants would go only to State forestry agencies, Indian Tribes, and qualifying private nurseries. Grant funds would be allowed for expanding nursery capacity, seed collection and storage, increasing seedling production and quality control, buying equipment, and workforce training. The Secretary would be able to obligate up to $5 million each fiscal year from the Reforestation Trust Fund for these grants.
Faster seed collection permits
If enacted, the bill would require the Secretary to shorten the time to approve permits to collect seeds on National Forest System lands. The bill does not set a specific new deadline. If you seek a seed-collection permit on National Forest lands, approvals would be faster.
Forest Service partnerships for nurseries
If enacted, the bill would direct the Forest Service to partner with Federal and State agencies, Indian Tribes, colleges, nonprofits, and private nurseries to provide training, technical help, and research on natural regeneration, reforestation, agroforestry, and afforestation. The Secretary would be required to promote information sharing on seeds, climate-change impacts, and tree genetics. The bill would also direct international technical and financial assistance through Forest Service units and require USDA coordination to address reforestation supply-chain and workforce challenges.
