Sponsored By: Representative Wilson, Joe [R-SC-2]

In Committee

Summary

Ends waiver authority for sanctions under the Child Care and Development Block Grant Act. The bill would amend section 658I(c) of the Act to remove waiver language in four places, so sanctions for state noncompliance could not be waived under that statute.

Ban on waiving childcare penalties

This bill would remove federal authority to waive penalties against States under the Child Care and Development Block Grant program. If enacted, sanctions for State noncompliance would no longer be eligible for waiver and the change would take effect upon enactment. That would make enforcement stricter and raise the chance that States face penalties and would risk disrupting childcare funding or services. It would also put stronger pressure on States to follow CCDBG rules, which could improve oversight for families.
