  • Families and commuters: More walking and biking routes that connect schools, transit, parks, and jobs will make daily trips safer and offer alternatives to driving.
  • Rural and low-income communities: Projects serving rural areas can get up to a 90% federal share and projects serving communities with over 40% poverty can get up to 100% federal support. The program also sets aside at least $5.0 million a year for planning grants.
  • Local governments, tribes, and planners: Eligible applicants include State and local governments, metropolitan planning organizations, multi-State groups, and Indian Tribes. Eligible construction projects generally must cost at least $15.0 million or planning/design at least $100,000 and may fund land acquisition.

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Grants for regional greenway networks

If enacted, this bill would create a new competitive federal grant program to build and improve greenway paths. Congress would be authorized to provide $300 million each year for fiscal years 2027 through 2031 to carry out the program. The Secretary would create a national network of regionally or nationally significant paths and define terms like “active transportation,” “greenway path,” and “community.” Grant funds could be used to construct or improve greenway paths and to buy real property needed for projects. Each year at least $5,000,000 would be set aside for planning grants and no more than $3,500,000 for administration and related work.

Who can apply and project rules

If enacted, only listed public entities could apply, such as local or regional governments, metropolitan planning organizations, multi-county districts, States and territories, multi-State groups, and Indian Tribes. Projects would generally need to cost at least $15,000,000 to qualify, or planning and design work must be at least $100,000 for planning grants. The federal share would generally be up to 80% of project costs, but it would be 90% for rural projects and could be 100% for projects serving communities where most census tracts have poverty over 40%. Applicants must submit the form and information the Secretary requires, and projects partly on Federal land must have a cooperative agreement with the land agency. The Secretary would have to publish a request for applications within 60 days after funds are available and pick winners within 180 days. The Secretary would also report to Congress with an interim report by September 30, 2028, and a final report by September 30, 2030, listing grants, best practices, and barriers.
