Show full summary
- Veteran-owned small businesses would gain a listing that marks disability status. Firms that are in a mentor-protege program or joint venture or that lack two past prime contracts rated "Satisfactory" or better in the Contractor Performance Assessment Reporting System would be excluded.
- Other-than-small businesses that are offerors on VA contracts could access the database at appropriate stages to help prepare required small-business subcontracting plans.
- The Secretary, through the VA small-business director, would have to report within 180 days after the database is established on its availability and use, the number of veteran-owned subcontractors selected (with a disability-status breakdown), and recommendations to increase use. The database would sunset on December 31, 2028 and be implemented using existing personnel, systems, and funds.
*Would be implemented with existing VA resources and does not authorize additional appropriations.*

VA database for veteran-owned businesses
This bill would require the VA to create a searchable database of small businesses the Small Business Administration certifies as owned and controlled by veterans. The database would mark firms owned by veterans with service-connected disabilities separately. VA would exclude firms in mentor-protégé programs or joint ventures and firms without at least two past prime contracts rated "Satisfactory" or better in the Contractor Performance Assessment Reporting System (CPARS). Other-than-small businesses bidding on VA contracts would be able to use the database when preparing small business subcontracting plans. VA would use existing staff and funds, must report to House and Senate Veterans' Affairs Committees within 180 days after the database starts, and the database would sunset on December 31, 2028.
