Red Star Service Banner Act
Sponsored By: Representative Bergman, Jack [R-MI-1]
Introduced
Summary
This bill would designate the Red Star Service Banner as a commemorative symbol to honor U.S. service members and veterans who died by suicide and to recognize their families' sacrifice. It would fix the banner's design to a white field with a blue border and a single red star, allow display in six specific settings including homes of immediate family, veterans service organizations, workplaces and businesses, public and community buildings, and other appropriate locations, extend the same display rights to families of first responders who died by suicide, and require the Department of Veterans Affairs to use existing resources to implement the change.

Red Star banner for veterans and responders
If enacted, the bill would designate the Red Star Service Banner as a commemorative symbol to honor U.S. service members and veterans who died by suicide and to acknowledge their families. The banner design would be a white field with a blue border and a single red star, as approved by the Secretary of Veterans Affairs. The bill would allow display at family residences, veterans service organization offices, workplaces and businesses that choose to honor them, public and community buildings during programs or ceremonies, and other appropriate locations. It would also allow the banner to honor first responders who died by suicide in the same kinds of locations. The Secretary of Veterans Affairs, with the Secretary of Defense, would be able to promote public awareness. The bill would not create VA benefit eligibility or require VA to approve displays. No new funds would be authorized and the VA would have to use its existing budget to carry out these changes.
