In Committee
Summary
Would allow limited intra-DHS transfers of unobligated funds during a DHS funding lapse. The bill would let the Secretary move unused dollars tied to Public Law 119-21, including amounts from the "One Big Beautiful Bill Act" and funds originally for U.S. Immigration and Customs Enforcement or U.S. Customs and Border Protection, into other Department of Homeland Security accounts while appropriations lapse.

- Other DHS program accounts could receive those unobligated dollars to help sustain operations during a lapse in appropriations.
- Transfers may not be made to the Office of the Secretary and Executive Management, ICE, or CBP, so those three accounts would not get reallocated funds.
- Any transferred funds could not be used to appoint individuals to vacant DHS positions, so the authority would not fund new hires.
