Introduced
Summary

- Federal employees and workplace practices: Federal hiring and performance systems would no longer consider DEI or DEIA factors. Agencies would be directed to terminate DEI offices and Chief Diversity Officer positions to the maximum extent allowed by law.
- Contractors and grantees: Equity-related grants, contracts, and DEI training requirements would be ended. Agencies must report contractors who provided DEI training and grantees that received DEI, DEIA, or environmental-justice funding since January 20, 2021.
- Agency oversight and timing: The Office of Management and Budget Director, assisted by the Attorney General and the Office of Personnel Management Director, would coordinate the wind-down. Agency heads would have a 60-day deadline and participate in monthly meetings led by the Assistant to the President for Domestic Policy to monitor progress.

End federal DEI jobs and pay rules
If enacted, the bill would direct OMB, with DOJ and OPM help, to end DEI, DEIA, and environmental-justice offices and positions across the federal government. Agencies would have 60 days to end offices, Chief Diversity Officer posts, equity plans, equity-related grants or contracts, and DEI performance rules for employees, contractors, and grantees that existed on or before November 4, 2024. The Office of Personnel Management would be required to change hiring, review, union, and training rules so DEI or DEIA factors cannot be used in federal performance reviews.
Agency DEI audits and monthly reviews
If enacted, deputy agency heads would have 60 days to assess the operational impact and cost of prior DEI, DEIA, and environmental-justice programs and recommend actions. Agencies must give OMB lists of all DEI-related positions, programs, budgets, contractors who provided DEI training, and grantees that received funding since January 20, 2021, including whether items were relabeled. The Assistant to the President for Domestic Policy would hold monthly meetings with OMB, OPM, and deputy heads to hear reports, discuss barriers, and monitor agency progress.
