Summary
Requires updated FRA rules so railroads must report accidents that cause damage or fires alongside tracks when the railroad reasonably suspects its own action caused the harm. It would name the bill the Helping Oversee and Ward off Infrastructure Emergencies Act (HOWIE Act) and direct the Secretary of Transportation, through the Federal Railroad Administration, to update 49 C.F.R. 225.9 to require those reports.

New reporting rules for railroads
This bill would direct the Secretary of Transportation, through the Federal Railroad Administration (FRA), to update 49 C.F.R. §225.9 by regulation. The rule would require a railroad to report a train accident that causes the kinds of damage listed in that section. It would explicitly cover any incident that causes a fire, including a brush fire, alongside a railroad track when the railroad has a reasonable suspicion that its action caused the damage. Rail carriers would have the duty to report, and nearby residents and the public would likely get better notice and oversight.
