New SNAP fraud reporting rules
This bill would require each State to send the U.S. Department of Agriculture data about fraud in the Supplemental Nutrition Assistance Program. The first report would be due within 180 days after enactment and must cover the five most recently concluded fiscal years. Reports must list open fraud investigations; total fraud cases and dollar amounts (including card skimming and card cloning); the number and type of enforcement actions; recovery amounts; and, for fiscal years beginning after enactment, counts and dollar amounts for disqualifications involving deceased identities and for cases with missing or falsified Social Security numbers. After 2028, States would send a single-year report each year (due within 60 days after October 1). If a State misses the deadline, the Secretary would withhold that State's SNAP administrative funds until the data are received. The Secretary would also prepare and publish reports to Congress based on the collected data.
