If enacted, the SBA would be required to make sure people in declared rural disaster areas can fully access SBA disaster assistance. The SBA must complete targeted outreach and create or distribute marketing materials not later than one year after enactment. The change would not alter who is eligible or add new funding for the programs. It could increase awareness and take-up of existing disaster aid among rural disaster victims.

119-hr-4382, America’s Olympic and Paralympic Games Commemorative Coins Act
Creates commemorative Olympic coins for the 2028 Los Angeles Games and the 2034 Salt Lake City Winter Games and directs surcharges to support hosting and legacy programs. It sets denomination limits, design rules, pricing formulas, and audit requirements, and requires the Mint to recover its costs before paying surcharges. - Collectors: Establishes coin programs for both Games with denomination-specific mintage caps. For example, each program may mint up to 100,000 $5 gold coins. - Olympic organizers and athletes: Fixed per-coin surcharges (for example, $35 on each $5 gold coin) are paid to the Games’ organizing entities to fund hosting, legacy projects, and youth or elite sport programs, and those surcharges must be independently audited. - Mint operations and buyers: Sale price equals face value plus the surcharge plus Mint costs. Coins may be sold only during a one-year window starting Jan 1 of each program year, and the Mint can offer bulk and prepaid discounts. Designed so the Mint recovers its costs and surcharges fund Games activities, the bill is structured to avoid a net cost to the federal government.

119-hr-7853, PrEP Access and Coverage Act of 2026
Protects and expands access to HIV prevention by banning insurance discrimination for people who take PrEP or PEP and by funding education, grants, and stronger privacy rules. This bill pairs nondiscrimination rules with outreach, a grant program, and data and enforcement steps to boost use of PrEP and PEP in high‑need communities. - People at risk and uninsured: Establishes an HHS grant program for states, territories, tribes, and community providers to cover FDA‑approved PrEP/PEP drugs, labs, clinical follow‑up, outreach, and adherence support. Grants prioritize areas with large uninsured or underinsured populations and are authorized for fiscal years 2026 through 2030. - Families and policyholders: Makes it unlawful for life, disability, and long‑term care insurers to deny, limit, or raise rates because someone uses PrEP or PEP. It also directs HHS to change HIPAA rules so family plan members can use PrEP/PEP without other enrollees or the policyholder being notified. - Providers and public health system: Directs HHS, through the Centers for Disease Control and Prevention and the Health Resources and Services Administration (HRSA), to run public and provider education campaigns focused on high‑need communities and to evaluate effectiveness. Insurers must begin submitting compliance and claims data one year after enactment and federal agencies will report noncompliance to Congress every two years for ten years.
