Sponsored By: Representative Houlahan, Chrissy [D-PA-6]

In Committee

Show full summary
  • Owners and operators must assess their systems for Aldyl-A within 3 years and submit the estimated total mileage identified to the Secretary. The Secretary may not require excavation for those assessments.
  • State pipeline safety program certifications are revised to recognize cast iron and bare steel under a revised framework and to add pipelines built from historic plastics with known safety issues as a new category.
  • Distribution Integrity Management Programs would broaden risk evaluations to identify presence of pipes and mains made of cast iron, unprotected steel, wrought iron, or historic plastics with known safety issues. Existing federal safety authority under the cited 49 U.S.C. provisions is preserved.

New checks on gas pipe plastics

If enacted, this bill would require gas distribution operators to check for Aldyl-A polyethylene within 3 years of enactment. Operators would send the Secretary the estimated miles of Aldyl-A they find. The Secretary could not require digging just to do the check. The bill would also require risk reviews and state safety certifications to identify cast iron, unprotected steel, wrought iron, and historic plastics with known safety issues.
