Sponsored By: Representative Kiggans, Jennifer A. [R-VA-2]

In Committee

Summary

Would require Veterans Health Administration (VHA) sterile processing technicians to hold an accredited professional certification. The bill ties that requirement to a short scholarship incentive and a built-in sunset date.

Show full summary
  • Existing VHA sterile processing technicians who are not certified would need to become certified. The requirement would take effect for current staff 18 months after enactment and the bill would make an incentive scholarship available through VA education benefits with a one-day service obligation when certification is received.
  • People hired into sterile processing technician positions, other than entry level jobs the Secretary designates, would have to obtain certification from an accredited training institution within two years of appointment.
  • The certification requirement would expire on September 30, 2028.
  • The bill would also extend the date in 38 U.S.C. 5503(d)(7) from January 31, 2033 to September 30, 2034, lengthening the period for certain pension payment limits.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 1 costs, 1 mixed.

Pension deadline extended for veterans

If enacted, this would change a deadline in veterans' pension law from January 31, 2033 to September 30, 2034. That change would lengthen the period during which the specified limits on certain pension payments apply. The amendment would take effect upon enactment.

New VA certification for technicians

If enacted, the VA would require many sterile processing technician jobs to be filled only by people certified by an accredited sterile processing program. People hired after enactment (except VA-designated entry-level positions) would need certification within two years of appointment. Current non-certified VHA sterile processing technicians would be treated as "covered employees" and would need to get certified within 18 months after enactment. The VA would award a scholarship under the existing education benefit to covered employees to get certified, and scholarship recipients would owe one day of service starting the day they receive certification. This certification requirement would have no effect after September 30, 2028.
