District of Columbia Code Returning Citizens Coordination Act

Sponsored By: Representative Norton, Eleanor Holmes [D-DC-At Large]

Introduced

Summary

Regularly shares custody and release data from the Bureau of Prisons with the D.C. Mayor to support reentry planning. It would require the Bureau of Prisons to provide, every 90 days, each person's name, age, and Federal Register Number, the facility where they are housed, and the scheduled release date, and would allow the Mayor to provide that information to the Court Services and Offender Supervision Agency on request.

  • District government and reentry planners: The Mayor would receive recurring custody and release details so city agencies can coordinate housing, supervision, and reentry services for people returning to D.C.
  • Court Services and Offender Supervision Agency: CSOSA could get the same data when the Mayor requests it, helping with supervision and transition planning.
  • Returning citizens, counsel, and legal aid groups: Counsel and organizations handling criminal, post‑conviction, or reentry matters may receive basic identity information to prepare cases and support reentry.
  • Privacy and limits on disclosure: The Mayor may not disclose the information outside D.C. government and may not provide it to any D.C. law enforcement agency, restricting downstream sharing.

DC prison release data sharing

If enacted, the bill would require the Bureau of Prisons to send the Mayor of DC, every 90 days, each person’s name, age, and Federal Register Number for people under BOP jurisdiction pursuant to Public Law 105-33. It would also require the facility where each person is housed and each person’s scheduled release date to be sent. If the Mayor asks, the BOP director must provide the same information to the Director of the Court Services and Offender Supervision Agency. The Mayor would be barred from sharing this information outside DC government or with any DC law enforcement agency. The Mayor could share the recurring information with a person’s counsel and with organizations that provide legal or reentry-related representation. This would be effective upon enactment.
