Show full summary
- Members of Congress, their spouses, and dependent children would be prohibited from entering prediction-market agreements tied to political outcomes. This closes trades by close associates as well as the officeholder.
- The ban would also apply to the President, Vice President, political appointees, senior executive employees at or above high GS pay levels, certain senior military officers, and judicial officers and employees. Supervising ethics offices must issue guidance on any unclear terms.
- Violations would trigger penalties set by the supervising ethics office that include a fee equal to 10% of the transaction value and disgorgement of profits paid into the Treasury. Ethics offices would publish each fine, the reason for it, and the result on a public website.

Prediction trading ban for federal officials
If enacted, this bill would bar covered individuals from entering or offering prediction‑market deals tied to political events while they serve. Covered individuals would include Members of Congress, their spouses and dependent children, the President and Vice President, political appointees, senior executive and judicial officers, and senior uniformed officers. Ethics offices would be able to fine violators a fee equal to 10% of the transaction value and require disgorgement of any profits. Disgorged amounts would go to the Treasury and fines could not be paid from office allowances, campaign donations, or other non‑salary federal funds. Ethics offices would have to publish each fine and issue guidance on undefined terms. These rules would take effect upon enactment.
